Indian Health Care Provider Medicaid Transformation

In July of 2017, the Washington State Health Care Authority agreed to set aside Medicaid Transformation Project funds specifically for Indian Health Care Provider (IHCP) Projects. These projects are important to be funded directly to the IHCP because of Tribal Sovereignty, Federal Trust for responsibility to American Indians and Alaska Natives, huge health disparities, high mortality rates, historical/intergenerational trauma and the simple fact that IHCPs operate in a different environment, and under more regulations than non-Tribal providers.  Because of these differences, many IHCP were already providing care in very innovative ways. In November and December of 2017, a workgroup from Washington Tribes, UIHP, AIHC, NPAIHB and ACH Tribal Liaisons convened to create a “planning funds plan.” This plan shows the Indian Health Care Delivery System in Washington State, the capacity is already there for Washington State IHCP to be innovative, gives an inventory of services already in place and culturally appropriate practices that work for the AI/AN population.  This report was completed and submitted on December 29, 2017.  This is the first milestone in the funding of the IHCP Projects for Medicaid Transformation in Washington State:

Through the spring and summer of 2018, AIHC worked with HCA to meet with each of the twenty-nine Tribes and two Urban Indian Health Programs in Washington State to understand the project each Tribe and UIHP planned to implement and help them come up with their reporting requirements.  The IHCP Project Plan can be found here:

All twenty-nine Tribes and both Urban Indian Health Programs are participating in Medicaid Transformation through and IHCP Project.  This will bring $19.9 million to the Indian Health Care Delivery System in Washington State between the spring of 2017 and the end of 2020.
